In my web searches I have found Chicken Limonata described as "A sauteed chicken breast in a lemony, creamy white wine sauce" - which doesn't sound the gel sauce you mentioned. Have you asked the restaurant that serves it?

This will depend upon each individual's education and skills, and will vary by location. The highest paid are chefs - the most successful of whom apprentice under established chefs. Many chefs are world-famous and have their own restaurants (also write books).
